For all unelected government employees, salary and benefits can never be out of line with across the state which they reside average, plus or minus 2.5%. 2. Total number of federal employees can never total more than 1% of the current population of the United States (this assumes all illegal aliens are already sent back at time of enacting); currently 10/10/24, this total is approximately 2.4% based on population of 700,000,000. 3. For any new hire in the federal government, one has to be reduced headcount to hire a new employee. 4. Each year’s departmental budget will be zero-based budgeting. 5. Any rule/edict/requirement sent forth by federal department which requires something of the public citizenry MUST and SHALL be voted on by Congress and Senate before enacting. If rejected, then it shall NOT be required by the citizenry and no punishments/negative consequences shall be felt by the citizenry.
