I do not think it would be wise to completely close the federal department of education. The federal department of education is what ensured school integration, special needs children received education opportunities and more. I do think it would be wise to significantly reduce the size of the federal department of education but utilize it to ensure the fairness of education continues and to ensure needed changes take place. Streamline what is there and change it to better utilize the department of education for the good of the country and the children. You could use it to mandate finance classes for all middle school children and other things that would help set up children for success. You could also use it to ensure the changes you have mentioned such as no discussing sex changes with children was put into policy nation wide.
I would agree if Education was one of the Powers of Federal as listed in Art 1 Sec 8 of the Constitution. Those items not found there are, by the 10th Amendment, left to the States and to the People. All the items you mentioned can be handled by the States and a lot more efficiently.
