EPA and alternative housing

One of the most urgent issues in America is housing and one of the most frowned upon solutions is alternative housing. Land use restrictions and EPA regulations strangle out off grid homesteads with rules against rain water catchment and composting of waste, instead 20000 dollar septic tanks pollute the environment. Structures like yurts and tiny houses are nearly impossible to permit. However people can build a house right on the beach, waiting for a hurricane to hit and debris will cover the entire shoreline and that is permitted. We need less restrictions on sustainable housing options.
