The United States government shall endeavor to harden the civilian electrical infrastructure at all levels including private homes and businesses.
It shall do this by installing equipment on main infrastructure transmission system and substation to absorb EMP. Additionally it shall encourage the development of low cost equipment for homes and businesses that the user can install to provide protection on home and base equipment as well!
