I was just thinking, after watching the bad response of the federal government on disaster relief. The private sector definitely were life savers- partner with actual communities on the ground, the people who actually live there that know the areas and have the tools to traverse the terrain to actually be activated in their own communities without having to wait for fema redirect that budget to the people a portion anyway! Former military partnering with communities to staff and train locals to safeguard their communities from disaster among other things.
