Eliminate Special Emphasis Programs in the Federal Workforce

Eliminate Special Emphasis Programs (SEPs) from the federal workforce to make operation of the federal government more efficient. Special Emphasis Programs are established within government agencies to focus on and benefit interest groups such as Women, African-Americans, Latinos, Native Americans, Asian & Pacific Islanders, and LGBTQ. Each of these SEPs has a Special Emphasis Program Manager (SEPM) who is given Allowed Time to manage the program, a budget for special events, and office space. All workers are encouraged to attend these events, again on Allowed Time. For many, their performance ratings are contingent on participation. This inefficiency affects all government agencies, so elimination of these programs would have a large and continuing impact throughout the remaining federal agencies.
