Current DoD contracting rules require contractors to include a plan for setting aside approximately 20% of material purchases for small, disadvantaged, minority or women owned businesses. These purchases always increase the costs and should be eliminated.

As a person who works on federal projects (last 15 years) this issue is maddening to me! Minority, Women owned, etc are awarded contracts because of their race or sex. This is blatantly unconstitutional, where one group of people is given preference over another. Often times they (the set aside contractor) have to hire qualified contractors because they are not. They then add 20-25% on top of the cost to build. A $10 million contract now costs the American people $12 million, and all they did was shuffle paperwork from one side of the desk to the other. This needs to stop.
