Early Retirement to Reduce the Number of Federal Positions

In order to reduce the number of current federal employees, offer early retirements to move a large number of federal employees off the payroll. Then require that for every federal position hired during this reduction in force, two must be removed, essentially ensuring we cut the number of federal employees in half in relation to those that just retired.
