Here is a draft for a federal law establishing the Office of the Doge as a permanent fixture with the specified requirements:

  • Mandate all federal employees and contractors are required to provide access to the Office and assist in its inquiries as requested.
  • Review all federal government IG reports looking for fraud, waste, abuse or money laundering to track and ensure the systemic issues have been fixed or reported to the President and Congress.

Section 3. Powers and Duties

(b) An annual independent audit of the Office’s activities shall be conducted to ensure it adheres to its mission and legal frameworks.

Section 7. Effective Date

This draft outlines the creation of a robust oversight body with clear mandates and powers to enforce accountability across federal operations. Remember, this is a legislative proposal, and actual implementation would require Congressional approval, potential amendments, and further detailed policy development.

I counter this with the Denounce Oligarchical Government Employees act. This will simply not allow Elon Musk to continue breaking the law, and abusing the power (that he technically doesn’t have) to make himself richer.

Not only has he given himself millions in government contracts that would not have been awarded to him otherwise since being in “office”, he and Trump have shut down 9 agencies that have launched investigations into his illegal actions, and misdeeds.

Here is my proposal for a permanent DOGE civil office.

Proposal: Establishing the Department of Government Efficiency (DOGE) as a Lottery-Based, Temporary Service Agency

Overview

The Department of Government Efficiency (DOGE) is proposed as a citizen-driven federal agency tasked with identifying and eliminating government waste, redirecting savings to bolster Social Security, Medicare, and other assistance programs. Unlike traditional agencies, DOGE will utilize a rotating workforce selected via a national lottery, similar to jury duty, to prevent corruption and ensure diverse perspectives. Participants will serve 3-6 month terms, receive a congressionally set wage, and focus on uncovering inefficiencies. This structure empowers financially struggling citizens while promoting transparency and accountability in government spending.

Key Features of the DOGE Department

  • Lottery-Based Selection Process
    • Eligibility Pool: The lottery will include only retired individuals, unemployed persons, those with disabilities, and recipients of government assistance, aligning participants’ interests with improving assistance programs, Social Security, and Medicare.
    • Proportional Representation: Each state’s participant allotment will reflect its population size. For a 1,000-person DOGE workforce, allocations would approximate: California (118), Florida (68), Georgia (34), Alabama (15), Alaska (2), etc.
    • Randomized and Transparent Selection: A third-party audited, publicly verifiable algorithm will randomly select participants using unique identifiers linked to federal and state databases (e.g., Social Security, unemployment records). The process will be live-streamed, with results published online to ensure fairness and prevent manipulation.
    • Handling Non-Participation: Similar to jury duty, DOGE will select excess participants to account for those unable to serve due to health, personal conflicts, or other valid reasons. Exempted individuals will be replaced with alternates from the same state’s pool.
  • Service Structure and Compensation
    • Term Length: Participants will serve 3-6 months, with terms set by Congress based on operational needs.
    • Training Period: The first month will consist of paid training to equip participants with skills for identifying government waste. Training will cover federal budgeting, basic auditing, data analysis, and report writing, designed to be accessible to diverse backgrounds.
    • Transition and Continuity: During the final month, participants will train the incoming group to ensure seamless knowledge transfer.
    • Compensation: A congressionally determined wage will provide financial stability, incentivizing participation, particularly for those in economic hardship.
  • Mission and Incentives
    • Primary Objective: DOGE participants will scrutinize government programs, budgets, and operations to pinpoint wasteful spending, redundancies, or inefficiencies, compiling recommendations for Congress.
    • Incentive Structure: Savings identified will be prioritized for reinvestment into Social Security, Medicare, and assistance programs, directly benefiting participants and their communities.
    • Economic Benefits: DOGE service offers financial relief through paid employment, helping participants, especially the unemployed, stabilize their finances. Additionally, the training and work experience provide valuable office skills—such as data analysis, report preparation, and teamwork in a professional setting—that enhance employability. For unemployed participants, these skills can serve as a bridge to future job opportunities in administrative, clerical, or analytical roles, empowering them to re-enter the workforce with greater confidence and competence.
  • Safeguards Against Corruption
    • Temporary Service: Short 3-6 month terms prevent entrenched interests or corruption, as participants lack long-term influence.
    • Diverse Representation: The lottery ensures a broad participant mix, reducing risks of bias or favoritism.
    • Oversight and Accountability: An independent, non-partisan oversight board of auditors and citizen representatives will review DOGE’s findings to ensure evidence-based, impartial recommendations.
    • Public Reporting: DOGE reports will be publicly accessible, enabling citizens to hold Congress accountable for implementing recommendations.
  • Implementation Timeline
    • Phase 1 (Months 1-6): Secure congressional approval, establish legal and funding frameworks, and develop the lottery system with third-party auditors.
    • Phase 2 (Months 7-12): Conduct the first lottery, finalize training materials, and launch pilot DOGE teams in select states.
    • Phase 3 (Year 2): Expand to full national implementation with monthly lotteries and rotating teams, evaluating and refining processes based on initial outcomes.

Benefits

  • Citizen Empowerment: Engages vulnerable populations in impactful work that improves government efficiency and their communities.
  • Corruption Resistance: The temporary, lottery-based structure minimizes bureaucratic bloat and entrenched corruption.
  • Economic Support: Provides paid employment and skill-building opportunities, helping participants achieve financial stability and future job prospects.
  • Government Savings: Leverages diverse perspectives to identify waste, potentially redirecting billions to critical programs.

Conclusion

The DOGE Department, with its lottery-based, temporary service model, offers an innovative approach to tackling government waste while uplifting citizens. By providing training, wages, and transferable skills, DOGE not only drives efficiency but also supports participants’ financial and professional growth. Congress is urged to establish DOGE swiftly, creating a transparent, citizen-led solution to enhance government accountability and public welfare.
