I was wondering (because I am new to this site) whether the President actually reads any of these topics. Or is it just a site where people vote on ideas?
Ehhhhh hard to say… It makes me feel good to have a place to see what kind of ideas are floating around and to have the ability to voice my opinion, but i dont feel like it comes with any actual function. Things feel a bit scattered so far but I am optimistic. If lots of people use it in good faith maybe it will turn into a spectacular tool between a government and its population!

At the very top above the title of the policy there is a vote button, and I believe the votes are limited but there is also a place you can remove previous votes to make room for something you favor more.
