I think 17 Intelligence agencies, who all employ additional federal contractors, is over the top.

If shrinking government is the mission, one goal should be to restore sanity to the size of this monster.

Go back to pre 9-11.

Nah, ELIMINATE the F.B.I. The individual States have their own bureaus of investigation, so why not just have them boost collaboration?
