The DoD needs a top to bottom audit on what functions are being conducted by which organizations. There are countless DoD organizations conducting functions that should be done by another organization (by law) or is already being done by another organization (so the tax payer is paying twice for the function). Billions of dollars can be recouped across the DoD and many manpower billets can be saved from the results of this sweeping audit.

Enforce the findings of the failed audit attempts. The DOD was said to be un-auditable and has just failed their 7th audit. This should not be.
I agree. But Elon must first eliminate the needless departments first. All government must be “fine tuned” to eliminate “excess baggage”
