Credit card company monopoly

Pass a bill to break up the Monopoly that Visa and MasterCard have. They control 80% of the market and have an over 50% profit margin. They charge excessive amounts of money to small businesses for using them. In Illinois alone it’s over 1 billion dollars a year in fees for small businesses. Large corporations like Walmart get huge discounts on these fees. Small businesses however, don’t have a choice because Visa and Mastercard control 80%.
