Create Tax incentives for businesses to hire Military Spouses

It is no secret that within the military community, families are up and moved every 3 years depending on job and rank. For many spouses, even with degrees it is very difficult to not only find a job in the many rural places the bases are, and many of times it is not guaranteed to the spouse that they will find a job come next duty station. I propose you give businesses tax exempts or however you want in order to incentivize businesses to hire military spouses. And if possible depending on the type of career (paralegal, marketing etc) keep them remote no matter if they need to up and move to another stateside base. (Overseas I understand would be more difficult)
