Create some form of restrictions to slow or ban the conversion of farm land into massive, unwanted housing developments. Possibly a 15 year buffer period from last Agriculture use to redevelopment.
Also remove the ability for local, state, and federal governments to Aquire Agricultural Land Except for use by the Department of Defense or Department of Energy as national defense Sites.
