Create payroll tax exemption if hiring or wages increase

We need a policy that will exempt a business from payroll taxes for one year if any of these items are met:

  • Workforce has increased by 10% over the last two quarters and has not shrunk in the past 4
  • Wages/benefits have gone up 10% for at least 75% of the workforce and there have been no general pay cuts in the last 4 quarters
  • Community/disaster relief has been provided by the organization that equal at least the payroll tax owed.

This will create a constant positive pressure for organizations to provide for their workers or community. And it is easier for small businesses to hit these metrics while not unfairly excluding large corporations.y

Abolish all payroll taxes. This measure never got the 2/3 vote it needed to pass and the federal government can make up the difference with tariffs on foreigne goods

While I agree it would be even better to get rid of it, it will be far more likely to pass the house and senate if it can’t be claimed to be a tax break for “Wealthy Corporations”

That can be phase 2 after 3 years of organizations going on hiring / raising sprees!
