We need a policy that will exempt a business from payroll taxes for one year if any of these items are met:
- Workforce has increased by 10% over the last two quarters and has not shrunk in the past 4
- Wages/benefits have gone up 10% for at least 75% of the workforce and there have been no general pay cuts in the last 4 quarters
- Community/disaster relief has been provided by the organization that equal at least the payroll tax owed.
This will create a constant positive pressure for organizations to provide for their workers or community. And it is easier for small businesses to hit these metrics while not unfairly excluding large corporations.y
