Create community independence though financial self-sufficiency and lessen dependence on government funding

Regular State and Federal funding streams create a dependency for the recipient which often comes with rules they have to follow to receive funds. We should strive for community self-sufficiency and independence when it comes to managing municipal budgets. Rather than providing funds as the only option for growth and development, provide resources to generate revenue and provide tools to break dependence and learn how to manage within a typical budget. Decentralize government and empower small towns and cities across America to be innovative, resourceful, productive and sustainable. If funding is provided through infrastructure for example, provide it with no strings attached.
