Constitutional Open Carry

The most obvious interpretation of the second amendment is that all United States Citizens have a right to own, carry, and use guns. Unless the citizen has waived rights to owning guns by committing a felony or some other means, it shall be the recognized policy of These United States that Open Carry of loaded firearms shall be permissible for citizens over the age of 18. The states still have the right to determine whether Concealed Carry of loaded firearms shall require further requirements, or whether the requirements of other states are considered sufficient while within their own borders.
