Congressional line item veto

Many is the time when bills have been written, passed from committee and then accepted in the House or Senate with one-line addendums added. These do not relate to the bill, and usually are pork barrel or unpopular items they can’t get passed otherwise.
I would like to propose Congressional Line Item Veto. Presidential Line Item Veto was ruled unconstitutional because it violated the separation of powers clause.
What I would like to see is Congressional Line Item Veto. The House would be allowed to remove these addendums on House-generated bills before they are passed to the Senate. The line-items could be removed by a simple majority vote. The Senate could do the same with Senate-generated bills. Any representative could call for a vote on any non-germaine item to challenge. The finished bill would be passed to the other chamber and voted on in the whole.

I like this idea. Even on this site with detailed contribution policies, it would be great if every line had a number (like legal documents do) and then people could open source agree or disagree line by line. That would be a great way to see where there is more consensus and less consensus. There’s also an issue with “riders” where an act that seems like it’s good for children, or the environment, for example, but then there’s a rider that is attached which does something horrible, like giving more freedom to Monsanto to do whatever they want that’s hidden under the guise of save the children act, or some such nonsense. That is also something that should be addressed, IMHO.
