Members of Congress should be fined for every day the government is shutdown. The fine should be equal to .5% of thier personal net worth. If a member of congress has a net worth of $1,000,000 they would be fined $5,000 for everyday the government is shutdown. If they had a net worth of $10,000,000 dollars they would be fined $50,000 for everyday the government is shutdown. The fine should be proportional to the wealth of the member and be large enough to encourage personal accoutability.
