All members of congress should adhere to a military or GS payscale like all other government employees. While they should be eligible for a limited pension just as other government or civil servant and emergency services, senators pay for life and similar clauses shall cease to be accepted. Furthermore, congress shall be merged into the same healthcare and pension system our military members receive. They shall also be subjected to yearly drug screening, as any other government employees, in order to hold office and recieve pay. If 1 failed drug screen occurs a second will be preformed to confirm the initial result. If a 2nd failed drug screen occurs, the people will automatically be given the option of electing a new senator or representative to office or allowing the candidate to do a short term rehab program. If a 3rd test is failed, the candidate will automatically be removed from office and an interim candidate shall hold the office until a new person can be elected.
