Members of Congress shall not earn more than the average salary of the district or state they represent. This will push representatives and senators to bring better economic opportunities to their constituents. Members of Congress shall not actively trade individual stocks. If they wish to invest it should only be done through a 401K with government oversight. These positions they hold are positions of public service, they are too out of touch with the people they should be serving due to the large amounts of money they make.

Agreed. But if they can bring positive economic growth to the people they directly represent and that causes the average salary of constituents to raise, then Congress members would get that average as pay. If their policies negatively impact their constituents economically, they receive a downgrade in pay. The average could be calculated just after the fiscal year, and their raise, or lack of, would be implemented shortly after.
