Congress pay should match the average income of citizens

Members of Congress currently are paid $174,000 per year which is much more than the average American citizen. While there should be extra income available for official trips (as long as it can be proven that it was legitimately used and they used reasonable accommodations rather than staying at the finest hotels etc.), earnings should not exceed what the average American citizen’s income is in the previous year. If they wish to have a raise, they should do things that cause the average American citizen’s pay to increase.

I think there pay should be around the average pay that the upper tier of the state in which they were elected. The people of that state should be the ones who decide wether they get a raise or not.
