Codify the Jefferson Manual into law mandating Congress must follow to the letter and can never be amended or change. This would require single issue bills. Require each bill to be read out loud by the clerk before a fully seated House, and there are any objections or amendments added, they must start over where the bill is read out loud before a fully seated House three times on three separate days. Once they get through three readings on three separate days only then can the bill be brought up for a vote. This puts an end to all the pork spending being stuffed into bills, it will end 500 to 1,500 page bills, as members of congress will not want to have to seat through hearing the bill read out loud for three separate days with no objections and no amendments added before they can vote on it.
