To focus the military industrial complex on something other than war on the planet, direct them to use best available technology to remove all space junk from earth orbit. Do so primarily with remote robotics and AI assist. After that put satellites around every planet and moon in our solar system. Remote survey, prospect, and mine the asteroid belt between Mars and Jupiter. Position space based look out posts run by robots and AI in strategic orbits within the solar system. Remote survey, prospect, and mine the Oort cloud. There is so much out there with unknown value, lets go get it instead of fighting over what little we have on Earth.
