Asbestos is inarguably a hazardous waste; however, it was never intended to be regulated in demolition projects. Inasmuch as asbestos waste is arguably less than 1% of the weight of the entire structure, by classifying the entire structure as the “material” including asbestos waste and allowing all the material to be disposed of in landfills, Municipalities and individuals trying to redevelop properties in blight areas or economically disadvantaged communities can save millions of dollars and clear the way for beneficial programs and developments for future growth. This approach would still require wet methods, air monitoring to protect the public and licensed professionals doing the work to protect workers; however, the oversight, disposal expense and regulation would be dramatically reduced, saving millions of dollars, if not billions. This typically applies to emergency situations where houses or buildings are either destroyed by fire or in danger of structural collapse and Municipalities are forced to deal with them and pay for their removal. This simple redefining of construction and demolition debris has the potential to inspire economic growth and enabling us to help Make America Great Again!
