China/Bill Gates farmland seizure and reallocation

According to google, China owns approximately 192,000 acres of Farmland within the United States.
Bill Gates also owns 242,000 acres of farmland within the United States.
My proposal is for seized Farmland acreage from China, Bill Gates, or any other foreign adversary that seeks to alter our food through GMO, MRNA, or other modification, be reallocated back to the American people.
Some ideas include using tax exemptions, low interest rates, grants, incentives, and start up cost assistance programs to achieve that goal.
