Change Government Grants to Go-Fund-me

Convert all government tax funded grant programs to a Go Fund Me style program. Instead of the government earmarking budget funds to the program, let the people donate tax deductible funds to the programs of their choosing. The government can recommend programs to fund, the government can setup a fund, but the people get to decide how much funding the program gets based on the merit of the program and their desire to see it come forth.
