Change agency/department budget policyrules

Current govt budget policy is use or loose. If an agency or department doesn’t use all their budget, they loose that money the next fiscal year. If they do they are rewarded with a 3% increase in budget. This means there is no incentive to save tax payer money. Change the policy for no auto increases and the agencies get rewarded somehow when they come under budget at end of fiscal year.
