Create opportunities to serve for people in the 45 to 55 age range that can pass medical screening. There are quite a few veterans that would sign up to serve again but are out of the current age range. You could use them as an guard unit to ensure satisfactory performance and move qualifying ones to active service. This would increase military personnel incredibly fast and give the people who live the country a second chance at honoring another commitment.
