The budget for departments needs to be overhauled. Currently if there is any money left over the govt sweeps it and then reduces the department s finances the following year. This does not promote savings as departments frantically spend all their money to ensure there are no cuts. How abour REWARD departments that are fiscally responsible. And do zero base bugeting.
