Ban Kill Shelters and stop euthanasia for space

Change kill shelters to non kill rescues and open to all states. Ban large dog discrimination in rentals and housing. Implement fines for those abandoning a pet with stiff penalties for abuse. Send all bullies not adopted to law enforcement and military training. They are proven heroes if training is implemented.
