there are multiple so-called beagle farms in the US with over 20,000 puppies purely bread to be used and tortured in animal testing. puppies that are not to Standard get euthanized. Ban the Marshall farm. Ban animal testing on dogs specifically and ban breeding for that purpose.
most states forbidden already, but it should be a federal ban. For any products that require animal testing on dogs, forbid companies that breed dogs to be exported for animal testing.
make sure all dogs get put out for adoption. Outlaw euthanasia of these puppies and dogs.

If there were to be a animal testing ban for dogs, then the breeding ban for that purpose wouldn’t be necessary.
