Our shelters and rescues are overwhelmed. The mental, emotional and physical toll on rescuers, shelter employees and animals has been extraordinary. There is virtually no help for the safety of animals and those defending animals. Stricter laws on breeding, animal cruelty and neglect, and sterilization are necessary.
The Netherlands has achieved a remarkable feat that has set a precedent for nations worldwide. It has become the first country without stray dogs. This is America, not the Netherlands, but maybe following and implementing a successful program suited to our countries specific needs would change the direction of animal rights here in the USA.
The Netherlands achieved this success through the CNVR programme (Collect, Neuter, Vaccinate and Return) which is a nation-wide, government-funded sterilization programme. The World Animal Protection Agency believe is the most effective way to combat a stray dog population.
