American First Hiring Program & Practices

American citizens should be first in line for companies looking to hire or expand their workforce, however, there is a limitation to where their searches can start/end and many Americans seeking employment may not be able to easily move to where the jobs are. As such, the US federal government should look to the past for inspiration as to how they can easily implement a national hiring “system.” Essentially we want to implement an HB1 visa “style” incentive, or like the Jobs Corp set up by the federal government, for companies to search for Americans who may not reside immediately near the in-person job site.

Offer contracts to American citizens w/guarnteed pay for a minimum of 2-3 years with a signing “bonus” stipend to support moving the hire to the job site. In doing so the “bonus” will count towards taxes (ie you give $5k to help a candidate move, that’s $5k off your taxes) and that hire counts towards as certain percentage tax break (to be determined during the bill creation) during the allotted time of the contract. If the hired individual breaks the contract before the allotted time there can be penalties similar to the HB1 visas (if there are any such) but the company will still receive a tax break percentage to account for potential financial damages due to a poor hire.

Drafted employees receive the same federal and state protections as mandated by law nationally in addition to the state they are hired in as well as the additional signing “bonus” stipend to settle into a new life that should cover, at a minimum: housing/rent setup (ie first 2-3 months rent at employer designated community), food, transportation, etc. until first determined pay period. To ensure the signing “bonus” stipend is used appropriately, it will be audited during the tax period and any exaggerated spending done by the employee will be taxed (to prevent frivolous spending on the newest phone as an example).

We want to ensure that companies don’t shaft quick hires (hence the contract) but also that individual employees don’t abuse the system meant to help them and burn both the federal/state governments or the company that hired them. This is meant to be a way for US companies to easily find and “hold onto” US talent by incentivizing inter/intrastate movement and finding long-lasting employees who can start building a life for themselves. Benefits are only viable for the contract period but the contract can include extra pay to help pay off any student debts as well as raises that can be negotiated during the contract and then beyond the AFHPP (ie lock down the hire)

Hello! I appreciate this post a lot and I think ours will resonate with you too. A major issue is that the internet is allowing foreign companies to take jobs straight out of America. Please consider voting for our proposal!

Also, many jobs are being outsourced to India for much lower pay. There are many US citizens with great degrees and experience (eg software engineers) who cannot find jobs because of the outsourcing and green cards given to foreigners who will work for far less.
