Allow chemical neutering for animals

The public have the right to all pet care options including non surgical sterilization methods for animals. There are many low cost and effective methods to prevent unwanted breeding. Hormone saving spay and neutering is healthy and safe. Over vaccination of animals is a health hazard. Blood titer test should be used to prevent over vaccination.

Not sure I can support this at this time. The largest concern I see is the alteration of hormones and physiology that can come with altering an animal chemically. There are a lot of hormones in the body and a lot biochemistry is interconnected.
