5 year postponement of foreign aid

I would like to suggest ending all foreign aid until such time our country is out of debt and back on its feet. Our veterans and our homeless should be taken care of before anyone in other countries. Once we are out of debt and our country is back to being the greatest nation in the world, then we can relook at foreign aid on a case-by-case basis. Also if foreign aid is given, it should be given directly to the people of said country and not to the government to dole out and take what they want.
