Just a thought about your title WORKFARE not WELFARE No one should be paid to stay at home and not work. According to the Americans with disabilities act even many disabled people can contribute to society. So instead of a managed welfare program make it a workfare program that allows a few individuals who are truly unable to work according to doctors and who are medically reviewed on a recurring cycle to receive tax dollars without reciprocation of work!
