While State and municipalities may wish to have different voting rules for local purposes any national elections should have one set of rules for entire nation. Any State or municipality that does not adhere to national rules for federal elections should have their voice cancelled. It is always about incentives. Maricopa and Fulton counties for instance should not be able to pollute the national vote. Chain of custody is a monumental problem for absentee and mail in ballots. The citizens of the USA should all have equal voice without manipulation of ballots cast.
