To “help” someone else, you’ll have to help the USA first.
Example: A proposal to send $1m to some country requires a proposal to reduce the US debt by $3m. Once the $3m reduction has occurred and verified, the $1m is released.
During the reduction and verification period, should the initial send proposal be deemed unneeded, a cancelation option should be available. However, the reduction can not be cancelled once underway.
Reductions are paired with a single proposal to send money, and cannot be used to justify other send proposals.
