This program would essentially pay for the first year of an apprentices employment by allowing a business owner to write off the salary for a new apprentice to work in their company and learn a skill. Ideally this would be in trade businesses like electrical companies, HVAC companies, builders, but would also be useful in fashion design, marketing or accounting. The State would agree on a fair living wage for an apprentice and then the business owner could write that off on their final tax requirements. There would need to be a way to evaluate the apprentices education to be sure that employers were not exploiting these interns and not teaching them anything. Thoughts?
