All the Non-profits and Non-governmental that are not really taking people out of homelessness, for example, which are not taking care of the problem given that that would mean less numbers for them to report should not be in that business.
There cannot be business to keep or even increase homelessness because it is the only way for them to increase or keep their success!
They must be dismantled or bought out so that they can serve the purpose of decreasing homelessness.

I understand but what kind of continuation can occur when there is success in eliminating the source of homelessness? They would have to be repurposed after success and moving on to other problems on which there has been no success yet, such as following up on the former homeless people and foster their best available process of productive or otherwise stable access to inclusion to society. The amount of corporate or non-profit, non-governmental initiatives are playing around with the possibility of continuing to allow the increase of homelessness by not tackling the right root causes, because that would render them absolute success, as in their operations should be repurposed then to a less intensive operation, where they can expand in some other way. There has to be a way to do it right without some shady backstage to everything playing with unethical behavior as a means to profit exponentially. Exaggerated profit expectations cannot be applied to social matters that are complex and involve more factors that readily available to see at plain sight.
