Solar panels on roofs not on farmland

We should incentivize any new parking lots require a solar panel roof structure via federal stimulus.

Only where:

  1. Sunlight is pervasive.
  2. Natural disasters are low risk.
  3. Energy grids can sustain the load.
  4. Max size based on parking lot size (shopping malls vs. kroger).
