…AND the actual bill cannot substitute other issues or a completely different subject matter after any voting has been started.
They often pass what they know will pass and then change it later than what the bill is was meant for

Yes of course, but how to get Congress to vote for single-subject bills? They don’t want that!
Why? Because it takes away their power to obfuscate parts they are trying to hide. And no politician ever gives up power, as a rule. Very few exceptions to that.
Same problem with term limits. How to get Congress to vote for term limits? They don’t want that! Everyone in Congress got elected under the current system of course. Why would they change it? What’s their motive? It would be nice to think they would do it out of integrity and desire to improve the country, but it seems unlikely to me.

ONE Bill, ONE Topic. IF an issue can NOT pass muster on it’s own merits, it is NEVER allowed to be attached to a MUST PASS Bill. Funding appropriations, comes with responsibility AND SEVERE Accountability. Rules & Terms NOT followed are met with HARH consequences. These rules & terms are required because of the ABUSE that has taken place previously. IF the complaint is that they have to vote much to often… – TO BAD - That is their job. Either vote or READ the legislation - Preferably BOTH are done.

It would be interesting to see what developing technology will be able to do with open source secured blockchain voting systems. That are all validated through the node systems and verified within the systems of the participants. The participants are We The People. Meaning - we ourselves could vote on the bill additionally to congress. It would be transparent. And validated through your license. I think a decentralized system of these digital asset systems - if done correctly, can revolutionize our Republic and restore order and accountability. Managed on a public ledger database by us.

All bills mandating expenditures must also specify funding sources and include sunset or end of life provisions.

This is a wonderful and admirable goal that is really, really, REALLY difficult to define and implement. Many States already try. Who decides how narrow or wide the subject is defined? What objective criteria can be mandated and enforced? Here is a good, detailed review from a few years ago. I have no affiliation or history with this paper. I just found it when spurred to think about the topic from this thread.

1000% YES! This is the first policy that should happen! Any bill presented for a vote should also include ample time to read and research the bill as well.

Absolutely crucial. Kamala keeps saying Trump killed the Border bill. She neglects to say it also included way more money for Ukraine than it had for the border. It should have been called the Ukraine funding bill with a sprinkle of Border funds and policies.

This and Federal voter ID laws are the most important policies as a base to work from. We have to stop the fuel that has let our government enslave us!
Make Congress Relevant Again
Make each bill no more than 2 -3 pages at the max -it must be easy to understand and concise. Stop the complicated obfuscation in the language of bills!

No more half truths on bills. Write bills in dummy terms instead of lawyer terms.
