I would like to propose an idea I believe would help the military in terms of retention and discipline as well as the economy as a form of ongoing stimulus. This idea is adding a program in the United States Military which would allow for a small, merit and sacrifice based single payment to the service member, or next of kin (in instances of KIA). When a service member completes thier contract, or series of contracts, and is discharged from the military, they receive a singular, tax free, lump sum payment. This would assist recently discharged service members in their transition to civilian life, cutting the homeless veteran population, and assisting the economy with additional veteran owned businesses and contributions to society. The payment should increase as the time in service increases. The payment should also decrease if the service member has a discharge status below honorable conditions. This would encourage responsible service members to continue their good conduct, and persuade troubled service members to correct their behavior.
