End Federal Income Tax in favor of a National Sales Tax

In the law there has to be a cap on how much percent allowed increase per contract and a max period, .03 - 1% and IF a surplus then the next contract the percent falls back to previous percentage. We should start at 4% and see how government handles the budget. Vote every 3 years. Max 10%. 2024 - 4% 2027 - 4.03% 2030 - 4.06% 2033 - surplus back down to 4.03% No governments can be trusted with surplus. There will always be someone who is corrupt or corruptible.
