Reduce the US Department of Education to a statistics gathering organization with a permanent board of 13 and an annual, publicly broadcast, conference of representatives of the 50 states, the district, the 5 populated territories, and DoD schools. The board would use big data platforms to evaluate educational reporting, effectiveness, areas of study, and external factors impacting education. They would study this for primary schools, secondary schools, higher education, and government training. They would provide congress with an annual report from the data and conference. They would not directly control any funding to other parts of the government or and states or instructions. They would release an annual rankings of all educational institutions whom they received full data from and make it publicly available on their web service. The rankings should fall into categories such as overall education effectiveness, overall education ROI, specific subject effectiveness, physical fitness effectiveness, civics preparedness, volunteerism, social activity sponsorship and others. Categories should allow scoping by county, state, region, FBS conference, branch of the government and others. For higher education institutions the rankings would be maintained for overall earning potential, course of study completion rate, per degree ROI, and degree representation in each stock index/roster, institutional representation in each stock index/roster. This should also be extended down to individual companies that offer anonymous data for at least 90% of employees. The board should release an annual Common Book of Knowledge (CBK) for each grade of primary and secondary education that lists the syllabus for each grade and subject as well as a vetted and voted on pool of at least 5 questions per bullet point on syllabi. AI should be leveraged to analyze text books for compliance with the CBK. Individual students should have the ability to take CBK practice tests. The CBK and CBK practice tests should be available with an anonymous identity and US students should get a student individualized logon for their use and categorization testing. Eventually augment standardized testing with CBK testing so that standardized testing can cover non core curriculum area in more depth and CBK testing be the CORE standard for all primary, secondary, and higher core education topics.
