There are thousands of research papers published in different journals, and unless you enrolled or associated with a university or pay to read, these publications are otherwise not easily accessible to the public. Making the common citizen dependent on higher organizations trusting that they are delivering the information accurately.
Any publications made with federally funded grant money should be free and accessible for the public. I don’t necessarily think that papers need to be simplified for the common reader, as many subjects are complicated, but having the information available is absolutely paramount. It will increase scientific transparency and literacy, making citizens more empowered to educate themselves about any subject that directly affects them and their communities.
