Recreational drugs in the USA are completely unregulated.
Marijuana, heroin, crack, meth etc. - none of these drugs are regulated by the US government. Maddeningly, it is the official policy NOT to regulate these drugs (and many others).
Therefore the de facto regulators are the drug cartels.
In what world does it make sense for organized criminals to regulate one of the biggest markets in the US?
It doesn’t makes sense, of course, and it results in a lot of death and destruction.
The US government can regulate recreational drugs. They regulate cigarettes, alcohol and many other substances. But not recreational drugs. Of course, regulations for recreational drugs would be more restrictive for hard drugs than they are for alcohol and cigarettes.
LET’S REGULATE DRUGS AND TAKE THE POWER AWAY FROM ORGANIZED CRIMINALS!!!
