Overview
One of the biggest problems of government is the ever increasing amount of laws and regulations. While reducing the amount of government employees and governing bodies will substantially help to restore liberty, the total number of bills, laws and regulations must also be addressed, and critically, must be addressed continously.
If no bills are ever repealed only created, spending will only ever increase, and liberty will only ever decrease.
Execution
Two preconditions exist before the Proposal.
• Systematic overturning or invalidation of all laws and regulations which have been enacted by agencies and governing bodies which were not proposed and passed by the Legislative branch following the precedent set by Supreme Court ruling of West Virginia vs EPA.
• Reduction in headcount of governing bodies and employees which will enable more efficient decision making.
All remaining legally established, thus proposed and voted on by the Legislative branch, bills will be subject for immediate renewal as outlined in the Proposal below.
Proposal
All Federal bills will be enacted for a fixed period of time, by default for exactly two years, after which they must be renewed by a new simple majority vote of both houses of Congress.
If conditions exist such that a greater period of time is deemed necessary for a bill, such bill may be negotiated during creation or renewal periods, to exist for a longer period of time, not to exceed a maximum of 5 years but will in turn require the following supermajority votes in both houses:
3 years - 3/5
4 years - 2/3
5 years - 3/4
Justification
Two years time period will ensure that newly elected members of the House of Representatives, which should most closely hold the will of the people due to their short duration in office, has a chance to be reflected.
Additionally, as a bit of purposeful government handicapping, if there are numerous laws expiring which require a renewal vote, Congress, rather than spending substantial time debating whether to renew the bill, may be more inclined to take the expedient option by letting it expire. Final this will ensure that with every new bill passed, there is intentionality and purpose behind it, as Congress knows that it will have to continuously be voted on every two years, creating more for themselves.
